Members of the Colac police highway patrol unit intercepted the 22-year-old male driver in a Toyota Coupe on the Princes Highway at Winchelsea West on Tuesday.
He was detected travelling at 143km/h.
The Geelong man was fined $702 and his licence was suspended for six months.
Operation Saturn is a state-wide road policing operation focusing primarily on excessive speed, as well as targeting the other "fatal five" causes of road trauma: fatigue, driver distraction, impaired driving and seat belt compliance.
The operation is being run over 18 days, covering the AFL grand final public holiday and the extra-long weekend involving the Melbourne Cup.
Sergeant Jamie Jahl, of the Colac police highway patrol unit, said members were providing a "highly visible police presence to reinforce positive driving behaviour and lessen the incidence of road trauma in rural locations".
