Warrnambool police Constable Jono Nevill said the bike housed a display of flowers and pot plants.
It is also fitted with an old work boot on the left pedal.
The bike is not rideable and was removed from the hotel overnight Saturday.
It was attached to a front veranda pole with a rope.
"There's drag marks and soil from the plants that were left behind as the bike has been removed," Constable Nevill said.
"It's purely ornamental and of high sentimental value to the pub owner."
Anyone with information about the bike theft or its location is requested to contact the Warrnambool police station or Crime Stoppers on 1800 333 000.
