He said he hoped Melbourne residents would be allowed to travel but said the city would be competing against other tourism destinations.
"The more activities we can offer to increase visitors' satisfaction, the longer visitors will stay for great expenditure within our city," Mr Moore said.
"After a long year of home schooling, all the kids will want to do is get to the beach and enjoy outdoor activities."
He suggested an outdoor smaller scale Fun4Kids festival, which could include activities such as super-sized games such as checkers or connect four.
Live music on the Civic Green is another way to attract visitors to the city, Mr Moore said.
The council could also consider offering kids swim free at AquaZone, free day entry to Flagstaff Hill and summer outdoor movies.
He said he believed free two-hour parking should be offered in the CBD from December until the end of January.
Mr Moore said he hoped the council would carefully consider how it markets the city to ensure visitors choose it as their destination for a summer break.
