Senior Constable Michael Vaughan, of Portland police, said the 47-year-old man attended the Short Street address last Friday around 9.30pm.
There, he allegedly broke pot plans at the front of the house and damaged a gate.
Senior Constable Vaughan said fingerprints had linked the man the scene and police interviewed him on Tuesday.
"He's been charged with criminal damage and relevant bail offences he's breached," he said.
Police are making inquiries as to whether the parties are known to each other.
He will be summonsed to appear in the Portland Magistrates' Court.
