A Port Fairy police spokesman said the teenager, believed to be 15 or 16, was causing issues on the streets.
He said the teen was observed by an off-duty police officer last Thursday riding a blue 50cc moped scooter on Port Fairy's Campbell Street about 6pm.
"The teen was seen to drive erratically on the nature strip near the swimming pool, then onto the road before going onto the cricket oval and popping a mono near the pavilion," the spokesman said.
"The rider was not wearing a helmet, but was COVID-safe and wore a black scarf face covering, making identification difficult. There was no registration plate affixed to the bike, further frustrating police."
The spokesman said police also received reports of the rider attending the Campbell Street skate park on numerous occasions, "sometimes intentionally stacking his bike near other kids, who would be at risk of injury should the moped hit them".
"It is believed he lives in the south beach area and would likely be known to a reader," he said.
He urged the teen to hand himself in, stating any offences would be dealt with by way of fixed penalty tickets.
"However, if he does not, and he is identified to police by a local or is apprehended riding, his scooter will be impounded at a cost in excess of $1000," he said.
"And he will be summonsed to the Warrnambool Childrens Court, where a magistrate will decide on the appropriate penalty, in addition to the cost of the impound."
Anyone with information is urged to contact Port Fairy police or Crime Stoppers.
