Colac Highway Patrol members intercepted the 20-year-old motorist in Cororooke, north-west of Colac, on Sunday afternoon after observing the motorist pull over to the side of the road and switch seats with a 16-year-old passenger.
The switcheroo was recorded on police car footage.
Police allege the 20-year-old motorist underwent a breath test which recorded a reading of 0.153.
The motorist was charged with exceeding the prescribed concentration of alcohol, failing to carry his licence, failing to display P plates, driving an un-roadworthy vehicle, and obscured number plate offences.
He will face court at a later date.
All highway patrol vehicles are kitted up with front and rear cameras as well as automatic number plate recognition (ANPR) software aiding police in investigating all traffic offences.
"Be aware that in all highway patrol vehicles there are more than just two sets of eyes monitoring what's occurring," a spokesman said.
