Chairperson Maureen Drennan said the association needed to be agile, given coronavirus restrictions, but had picked that date as its Plan A.
"We are actually prepared for pennant to start at the end of October," she said.
"We will continue on with our Plan A and if we have to change it at some stage we have to change but at least it's ready."
Drennan said the season was likely to look different to normal.
"The match committee are still putting the final touches to that," she said.
"The basic idea is to be able to conduct a pennant competition within the restrictions and we were planning on what the conditions were at stage two and that allowed us to have morning and afternoon sessions for midweek and weekend pennant.
"That is where we're at at the moment."
The Western District Bowls Division annual general meeting has been locked in for September 27.
Drennan will stand down as chairperson with Mortlake's George Draffen the sole nomination to replace her.
"I am not renominating for the board, I have done my four years," she said.
"When new people come in they want to do their ideas not stick to somebody that's been there before so I think it's better to get new blood in and let new ideas come in."
