Miss Kit owner Jodi Leahy welcomed Premier Daniel Andrews' announcement on Saturday that beauty therapists in regional Victoria could potentially return to work this week.
The easing of restrictions on beauty salons was on the proviso that clients wore masks and services such as face tattoos, piercings and facials cannot be done.
Ms Leahy said given the situation had been so uncertain for the past few months she would wait for the official confirmation from the government.
"I'm not holding my breath that it will be this week," she said.
"Things can change so quickly."
Ms Leahy said it was disappointing that skin treatments and skin penetrations couldn't be done.
"They're most of our bread and butter," she said.
"But beggars can't be choosers.

Ms Leahy said it had been disappointing that there had been little consultation with the beauty industry.
She said there had been no cases in beauty salons locally and she and her staff were trained in infection control.
"I don't think he knows what we do," she said.
"I think he thinks we just paint nails.
"I don't know when the last time I painted someone's nails."
Ms Leahy thanked the community for their support in recent weeks.
In the state government road map announced on September 6 beauty services were listed to be one of the last services to re-open.
