The owner of a Warrnambool beauty salon is "devastated" she may not be allowed to offer treatments until November.

Miss Kit owner Jodi Leahy said she and her 11 staff members had spent the weekend cleaning the salon, anticipating an easing of restrictions on Sunday.
"It was devastating because it wasn't the news we were hoping for," she said.
"It's frustrating because we come under the same award as hairdressers and they're allowed to be open."
Ms Leahy said her staff were on JobKeeper payments, but she was concerned about that soon being reduced from $1500 a fortnight to $1200 a fortnight.
She said she couldn't believe she was facing another eight weeks only being allowed to operate the retail arm of her business.
"That's a long time having to pay rent and everything else," Ms Leahy said.
She said she was extremely grateful to her loyal clients - many who had begun to spend more on skincare products.
In addition to that, after the business was allowed to reopen the first time, it was inundated with requests for appointments.
"It just seems unfair," Ms Leahy said.
"It's taken seven years to build up the business and it's devastating to have this happen to us now. It's put us back to where we were at the start financially."
Ms Leahy said she believed there should be a different set of restrictions for regional areas where there were only a few isolated cases of coronavirus.
Beauty salons will only be permitted to reopen in the last step of Premier Daniel Andrews' regional roadmap for regional Victoria.
The state won't move to the last step until at least late November, it was revealed on Sunday.
