Latest Department of Health and Human Services data shows 38 cases in Geelong, nine in Bendigo, and four in Ballarat.
There is one active case in Corangamite Shire, which has only ever had three cases.
Cases remain unchanged at two in Warrnambool and zero in Moyne Shire, Glenelg Shire, Golden Plains Shire and Southern Grampians Shire.
There are 10 cases in Moorabool, two in Surf Coast Shire and two in Horsham.
Of the 2295 current active cases in Victoria 2125 are in metropolitan Melbourne under stage four restrictions, 126 are in regional local government areas under stage three restrictions, 38 are either unknown or subject to further investigation and six are interstate residents.
More COVID-19 cases emerge in Colac
Earlier, 2pm: More coronavirus cases have emerged in businesses across Colac as local health services work to prevent a second wave of infections in the community.
Western Insurance Brokers in Colac issued a statement on Thursday afternoon after a staff member tested positive to COVID-19.
"We wish our employee and their family well in their isolation and hope they make a speedy recovery," the statement reads.
"We are following the recommendations of the DHHS and have been adhering to a strict COVID 19 regime and believe this will stand us in good stead moving forward.
"As our office has been closed to the public for some time, there is no risk with face to face contact with any of our clients and no risk to the general public."
A second staff member and a child from Colac's Wydinia Kindergarten and Early Learning Centre have tested positive to COVID-19.
The centre is closed until further notice and said it would waive gap fees for families for the fortnight starting this week.
The Australian Defence Force has been assisting Colac Area Health to test employees at the Bulla Dairy Foods Connor Street site in Colac after two more employees returned positive tests on Wednesday.
Colac Area Health chief executive Fiona Brew has commended Bulla's response to the outbreak.
"There are a small number of new positive cases of COVID-19 in the Colac region under investigation, with a large amount of potential close contacts being investigated," she said.
"Colac Area Health and DHHS are providing advice to several workplaces, while Barwon Health's contact tracing team is working to determine all potential close contacts.
"A staff member from the Bulla Family Dairy team in Colac is among those who has tested positive, with the Connor Street site temporarily closed for deep cleaning and the contact tracing process underway.
"We commend Bulla for being proactive and implementing additional health and safety protocols during the pandemic, as well as the Colac community that has been following precautions to stay safe."
Premier says draft plan documents have 'no status' as state records triple figures
Earlier, 11.30am: Victoria coronavirus cases are back up to triple figures, with 113 new cases and 15 deaths recorded on Thursday.
Nine occurred prior to yesterday - eight in one facility - and include four men and three women in their 80s and two men and six women in their 90s.
14 of those are linked to aged care outbreaks.
There are 361 Victorians in hospital, with 20 in intensive care and 15 on ventilators.
An additional 82,309 tests were carried out, a substantial jump Premier Daniel Andrews said could be attributed to a large batch of negative tests put on record.
Yesterday more than 17,000 news tests were processed, finding 24 mystery cases with an unknown source.
Of the state's 1295 active cases, 337 are healthcare workers, 126 are in regional Victoria, 97 are in aged care and 34 are disability settings comprising of 22 staff and 12 residents.
Around one third of today's new cases are healthcare workers, with another 35 recorded.
There are now 38 cases in Geelong, nine in Bendigo and four in Ballarat.
The Premier said leaked DHHS draft plan documents reported by The Herald Sun were irrelevant.
"Sunday is the day we announce roadmaps, the documents that have been the subject of a lot of interest are out of date and have no status," he said.
"We will give people a clear roadmap on Sunday which will be guided by the science and how many cases are in Victoria.
"I've said many times this has got to be done in a safe and steady way, otherwise numbers will explode and there will be no sense of control whatsoever.
"That's not going to happen, we have to defeat this second wave properly so we don't get a third wave
"There's no question about the difficulty of these rules, but we have to ease out in a safe and steady way, find a COVID normal and then lock that in with the aim of those settings remaining in place for 2021 or until we receive a vaccine."
Deputy Chief Health Officer Allen Cheng said the document is a "working draft from some time ago".
"That document doesn't, as I understand it, doesn't represent any decisions that have been made," he said.
"I think the themes are the same. But we're not going to make any final decisions, and we'll announce them on Sunday."
