The plan has been released by Moyne shire Council and is open for public submissions until October 12.
The final masterplan and five-year plan will be released in December.
A revamp of Martin's Point is included in the plan, with an upgrade of the playground suggested.
Investigations are being encouraged into a possible extension of the fixed jetty to provide additional moorings for recreational fishing.
Also in the draft plan for the west side of the Moyne River is the development of the open space area at King George Square.
This would include seating, an informal lawn and interpretive signage.
A large part of the masterplan focuses on the east side of the river.
The area's reputation as a popular place to walk has been acknowledged, with the draft plan calling for a formal pedestrian path.
This path would connect the foot bridge, East Beach, Battery Hill and the Botanic Gardens.
Battery Hill receives plenty of love from the draft plan, with a vision to build a barbecue area along the river with seating, shelters and interpretive signage.
The creation of more formal parking on the east side of the river is also featured in the draft plan. This includes formalising car parking at the end of Grifiths Street.
The demolition of the old sea scouts hall is in the draft plan, with the area to then be developed for public space and overflow parking.
