Portland District Health chief executive officer Chris Giles revealed the cases were close contacts of the second cluster.
Ms Giles said more cases related to the existing outbreak had been expected.
"The cases have been been in home quarantine and there is no evidence of any community transmission," she said.
There are now 11 cases associated with the second cluster in Portland, seven of those still active.
They remain in home quarantine.
Four people have recovered and been cleared, Ms Giles said.
"There are no unknown cases in the town and as we appear to have no community transmission, we should continue to see the number of active cases come down," she said.
Ms Giles said although there were encouraging signs that the virus was not spreading through the community, everyone needed to continue following COVID-19 prevention guidelines and get tested if showing any symptoms.
She said the drive through clinic was open seven days a week and reminded those who even had the mildest symptoms to get get tested.
"It is a quick and easy process and is a very important part of keeping the community safe," she said.
PDH has a drive-thru testing clinic and anyone who does not have a car can ring the PDH fever clinic on 5521 0387 to arrange a time to get tested.
"It is not over yet, so everyone must keep up the great work and stay safe," Ms Giles said.
