Regional Victoria was on Monday plunged back into stage three COVID-19 restrictions on the back of climbing cases in both Melbourne and rural areas.
The new rules stipulated "social" golf could continue but clubs, including Warrnambool and Port Fairy, were still awaiting official guidance on Tuesday night.
The Department of Health and Human Services website said golfers in regional Victoria can play with one other person or with those from the same household.
It urged people to play at "the course closest to your house" and said golf cart use should be restricted to those with disability, those aged over 65 or those with special needs.
Warrnambool Golf Club manager Ashlee Scott and Port Fairy Golf Links president Stephen Uebergang were anticipating similar rules imposed on Melbourne clubs prior to the city moving to stage four restrictions.
These include no competitions, no clubhouse access and two players per round.
Both Scott and Uebergang said their clubs would inform members as soon as information came to light.
