Nugent, who is a former student at Warrnambool's Brauer College, is apprentice to Ciaron Maher, who also hails from south-west Victoria, and David Eustace.
He is one of three racing identities who have been stood down.
The others are fellow apprentice Michael Poy and a stablehand registered to Robert Hickmott.
Acting on advice from Racing Victoria's chief medical officer, the three have been stood down until further medical assessments are undertaken and until such time as stewards conclude their inquiry.
The three have been advised they are not permitted to attend any racecourses across the state or licensed premises until approved by the stewards to do so.
The chief medical officer has advised that all three should self-isolate at home and adhere to all stage four coronavirus restrictions, which are in place in Melbourne, pending further direction.
Warrnambool hosts a meeting on Thursday.
