Sergeant Ray Hastings said that at 3.20am Monday the man pushed the shopping trolley and then for good measure launched a rock through the same 1.5 metre square window, worth $1000.
The man was arrested, interviewed and charged with causing criminal damage and attempted burglary at the Royal Hotel in Portland's Percy Street.
He was remanded in custody to appear at the Warrnambool Magistrates Court on Monday for a bail/remand hearing.
"He's pushed the shopping trolley and then thrown a rock before waiting for police to arrive," Sergeant Hastings said.
"He said he wanted to be arrested. He's known to police, he's homeless and has drug and mental health issues," he said.
