But residents made the most of the winter sunshine on Saturday with the temperature reaching 18 degrees by 2pm.
A spokesman from the Bureau of Meteorology said Warrnambool hadn't been over 18 degrees during the month of August for the past two years.
He said the south-west had recorded a significant drop in rainfall for July with 54.4mm compared to 85.7mm in July 2019.
"We're definitely seeing below average rainfall during July," he said.
The temperature is meant to drop to 15 on Sunday in Warrnambool before it falls to 13 on Monday with showers expected to increase.
