The new cases take the state's total to 10,931.
The total of 397 is another reduction in daily cases following 723 on Thursday and 627 on Friday.
According to the Department of Health and Human Services there are 76 active cases of COVID-19 in the Colac Otway Shire, 12 active cases in Glenelg Shire and one active case in Warrnambool.
Speaking at his daily press conference, Premier Daniel Andrews did not announce further restrictions but said different options continued to be discussed.
Mr Andrews said there were 49 additional cases that couldn't be traced back to a specific source.
"On community transmission... there's an additional 49 cases where they simply cannot trace back what the index case... where did it start, where did those people get it from," he said.
"Forty-nine doesn't seem a very large number but ... that can mean there are many more than 49 out there that have very mild symptoms or no symptoms at all, they can be at the height of their infectivity, and be infecting other people unbeknownst to them.
"Now the challenge with that of course is they are a mystery and this is all about trying to know as much as you can, as much intelligence, information and data as you possibly can.
"Today is not the day to announce any further steps but that work is an active process.
"We are giving due consideration to a range of different options.
"When I'm in a position to announce decisions that I've made then of course I'll do that."
Mr Andrews said restrictions wouldn't end anytime soon while people failed to follow the rules.
He said people who didn't do the right thing were contributing to the spread of the virus.
"Whether you want this to be over sooner, whether you want to avoid a fine, whether you want to protect your family and every family and whether you want to honour the work that our healthcare workers do - our heroes do. Then you've got to make much better choices," he said.
Mr Andrews praised Victorians who were "doing the right thing."
"It is a point of pride, we are all in this together," he said.
Police Minister Lisa Neville said overwhelmingly Victorians were doing the right thing but she and the police were becoming fed up with those who weren't.
"Can I be really clear just in case there is any doubt that there is absolutely no reason or need to drive from Melbourne to Wodonga to have a Big Mac," she said.
"And that's one of the fines that was issued yesterday.
"There is absolutely no reason or need to drive from Melbourne to Ballarat for fresh air.
"There's absolutely no reason to drive from Werribee out to Springvale to buy groceries.
"They are just three of the fines we saw issued yesterday."
The state has 5919 active cases with 379 in hospital including 41 in intensive care. Of the 41 people in intensive care, 24 are on ventilators.
