There remains 26 active cases in Colac Otway Shire.
Over a thousand people in the Colac community have been tested for the virus over the last few days.
Yesterday Colac Area Health screened a further 200 people through its pop-up clinics.
Premier Daniel Andrews said today's figures showed 13 more cases across regional Victoria.
Western Victoria now has more COVID-19 cases than any other part of regional Victoria.
There are now 23 active cases in Greater Geelong, 11 in Ballarat, eight in Golden Plains Shire, four in Greater Bendigo, Surf Coast and Horsham, three in Glenelg Shire and one in Corangamite Shire.
There remains zero in Warrnambool.
Warrnambool City Council mayor Tony Herbert praised Midfield Meats and South West Healthcare for their actions which he said have helped "save jobs and prevented a massive hit to the Warrnambool economy."
Late last week the Midfield Group, which employs more than 800 people at its Warrnambool abattoir, voluntarily closed down its operations after becoming aware that a private meat inspector who visited the site had subsequently tested positive to COVID-19.
"It was an incredibly difficult decision on the part of Midfield management to voluntarily close its Warrnambool operation," Cr Herbert said.
"However, this decision and the subsequent action in having all of their 800-plus staff tested for COVID-19 was a pro-active move that was done in the best interests of staff, the business and the community.
"It was an extraordinary commitment on the part of staff to agree to being tested and an absolutely amazing effort by the health professionals to complete the testing and provide the results so quickly.
"It has provided certainty for the Midfield operation, for its customers and for the community.
"The importance of Midfield to the Warrnambool economy should not be underestimated.
"In addition to the 800-plus workers whose livelihoods depend on Midfield, there are many other supporting businesses that benefit from the presence of the abattoir.
"The outcomes here in Warrnambool are a great example of how quick thinking and co-operation across various agencies can help a community.
"While everyone still needs to remain vigilant and take precautions, I would like to praise the efforts of Midfield management and staff, South West Healthcare and officers from the Department of Health and Human Services."
