On Tuesday Victoria recorded another triple-digit rise of active COVID-19 cases, taking the state's total over 4000, up 270 from yesterday.

Of the total cases, 3799 cases are from metropolitan Melbourne, while 298 are from regional Victoria.

There are 28 active cases recorded in regional and rural Victorian postcodes not subject to the lockdown rules, including one in Warrnambool.

It marks the highest number of active cases in regional Victoria since the Department of Health and Human Services started publishing this information on May 7.

Victorian Chief Health Officer Brett Sutton said an increase in cases outside metropolitan Melbourne and Mitchell Shire was expected.

"We have to look at everything I think, regardless of whether there had been just metropolitan Melbourne restrictions or statewide restrictions, we would have seen these cases in in rural and regional areas," he said.

"People have moved around, some people need to go there for work purposes, sometimes it's their central work.

"And so I think that peppering of cases across the state was always going to be a challenge, but I don't think it necessarily means we need to go to a statewide application of restrictions, but we shouldn't rule it out either."

Little is known about the latest active coronavirus case detected in Warrnambool on Sunday.

It comes after a family of four from Melbourne tested positive to COVID-19 after visiting Port Fairy last week. The accommodation where the family stayed has since undergone a deep clean.

Of the 28 active cases in regional Victoria, there are six in Greater Geelong, four in Greater Bendigo and three each in Baw Baw and Bass Coast.

There are two in Moorabool, South Gippsland and Greater Shepparton, and one each in Campaspe, East Gippsland, Macedon Ranges, Surf Coast, Swan Hill and Warrnambool.
