The eight-year-old collected 101 signatures which were presented at Warrnambool City Council's ordinary meeting on July 7.
"I want to be able to ride around and we have no flat surfaces here," Jack said.
"All my friends think it's cool. I think it should have a flat surface, some ramps and grinds."
Jack's classmates helped get the petition signed with many labelling it a "stupendous" and "awesome" idea.
With the help of his mother, Jack penned a letter to council outlining his reasons for a skate park.
"(A skate park) helps keep kids active and build confidence as you can make new friends and help each other learn new tricks," he said. "It provides a safe place for the kids of Woodford to use their scooters and skateboards.
"(It gives) easy access for the mums and dads rather than having to drive to Warrnambool, (and a) different option for kids to have fun as they grow up."
Jack's father Paul said children and parents alike supported the Year 2 student's idea.
"The play ground in Jubilee Park is great for the kids but at Jack's age, he's out grown it a bit," Mr Brown said.
"The skate park would be great as we could come down and the kids could cruise along together. We wouldn't have to drive him into town as we're currently going to Warrnambool's skate park every chance we get. There's one footpath in Woodford for him to scoot along.
"It's a way to get them off devices and into the fresh air."
Warrnambool councillors commended Jack and the Woodford community on their efforts.
"I do congratulate the young people of Woodford," Cr Michael Neoh said. "I remember on my first day as Mayor ever, my first duty was to visit the Woodford Primary School and they had a master plan for Jubilee Park. It did have a BMX track but I'm sure a skate park will be more appropriate."
Cr Peter Sycopoulis said the petition would now enter council procedures.
"These young folk are actually doing something about their situation," he said.
"I congratulate Master Jack Brown for initiating this and I think it's important that satellite cities like Woodford are well-catered for for a number of reasons so they can stay home and enjoy themselves.
"We will no doubt take this quite seriously."
Mayor Tony Herbert said the petition would now be submitted to council chief executive Peter Schneider for a report to be presented at a future meeting.
"I really congratulate the really proactive and persistent group of residents out at Jubilee Park," he said. "I have seen by being proactive and persistent you can generally over time get what you are after."
