The Essential Services Commission this week confirmed the prices which would see the average bill in regional Victoria rise by less than inflation.
Wannon Water is one of only five out of 13 regional authorities which will actually see their prices fall.
The average price rise in regional Victoria is $7 a year, although for one it is as high as $57.
The drop across the south-west of $6 a year is the same fall the average metropolitan customers will see.
The average Wannon Water bill would now be $1100.
Commission pricing director Marcus Crudden said that, depending on water usage, city dwellers would pay a little less, while regional household bills would vary depending on the water business.
"Your average water bill goes up or down every year based on a number of factors including how much water you use, changes in inflation and how much your water business spends on maintaining infrastructure and services," he said.
Mr Crudden listed Wannon Water customers among the biggest winners behind Goulburn Valley Water which would lower prices by $11 for its customers.
He said it was pleasing bills were falling or generally steady across the state given current challenges facing the community.
Wannon Water managing director Andrew Jeffers said that through a concerted effort it had kept prices stable despite a number of challenges.
He said Wannon Water had the second largest operating area of Victorian water corporations and had to pump water significant distances to provide services to customers.
"We have 46 metres of water mains per customer - the highest in the state - placing increasing pressure on operating costs and asset renewal costs," he said.
"Growth in new customer numbers is very low compared to other water corporations, so our ability to absorb cost increases through new revenue is also limited.
"However, we have a great track record in delivering efficiencies for the benefit of our customers without any reduction in customer service levels.
"The prices reflect Wannon Water's strategic direction of going beyond water for strong communities and our commitment to delivering long-term value for customers.
