The council's chief executive officer Peter Schneider said a staff survey had been completed.
"The findings are for staff and will be shared with staff," he said.
"In common with the majority of local governments that conduct staff surveys, the results will be used as the basis for making improvements and will not be made public."
Earlier this year Cr Mike Neoh raised concerns about the council saying he was prepared to be sacked for speaking out about serious cultural issues.
Cr Peter Hulin spectacularly resigned earlier in the year saying he could no longer work with his fellow councillors and an organisation that he says isn't "open or transparent".
The Warrnambool community gave the council a clear message this week it wasn't happy with its annual customer satisfaction results taking a major hit.
The community gave the council a rating of 42 on overall performance, down from 56 in 2019, in the annual local government community satisfaction survey.
The community's scorecard marked the city down in all seven core measures including the council's direction which fell from 50 to 32.
