Portland Signworks' Andrew Bryant and Tearooms owner Melissa Harrop have been friends for a long time but in recent weeks, when Mr Bryant was visiting, he noticed an empty place in the cafe.
"He came in to put a 'yes, we are open' sign up at the start of the pandemic and we got talking," Ms Harrop said.
"He saw the huge back wall was empty and said he would design something for there."
Mr Bryant got to work and came back with a 1940 photograph of the clocktower blown up to fill the space.
"It's marvellous," Ms Harrop said.
"I've had some of our customers in who have been Warrnamboolians all lives and they've recognised the shops, what's in the streets and told me there used to be an arcade.
"My mum was born in Warrnambool and she told me she remembers the arcade and she'd walk through to the highway and the tannery.
"It's started a lot of conversations which is wonderful. I think this old building deserves it."
