Hubert Tuechler started in the role in February before the coronavirus restrictions meant the RSL had to close with staff stood down.
Mr Tuechler moved to the region from Geelong and said he'd found Warrnambool to be a friendly and welcoming community.
"We've got great staff members to work with," he said. "It's a shame we've been in lock down like everybody else."
Warrnambool RSL president John Miles said from Monday the RSL would be able to take limited numbers, with the bistro following social distancing rules.
"We've got three separate areas which we'll be able to use," he said. "Anzac day and our Anzac appeal have all been affected. We've had no customers in the place, it's just been horrible to have to shut down." He also thanked those who had donated to the appeal.
Customers have been asked to book ahead.
