Daniel McDonnell 29, and Lily Goodwin, 28, both of Coulson Court, appeared in Warrnambool Magistrates Court on Monday charged with drug trafficking, possessing the proceeds of crime and attempting to pervert the course of justice.
The pair was arrested last week during mass police raids that they said shattered an alleged major drug trafficking network operating across south-west Victoria and south-eastern South Australia.
The arrests were the culmination of an eight-month investigation into the alleged trafficking of drugs - including methamphetamine, GHB, and cannabis - by 27-year-old Warrnambool man William Orde.
Mr Orde was arrested by Portland uniform police officers about midnight last Wednesday which led to the execution of search warrants across the south-west on Thursday and Friday.
Mr McDonnell and Ms Goodwin made bail applications in court on Monday.
Detective Senior Constable Nick Roberts, of the Hamilton police crime investigation unit, said a Victorian Supreme Court warrant uncovered numerous messages between Mr Orde and Mr McDonnell with references to drugs being purchased from South Australia and sold in Hamilton.
Mr McDonnell allegedly sent Mr Orde a photo of himself holding wads of cash and said he had everyone in Hamilton "topped up and waiting for them to chew through (the drugs)".
Detective Senior Constable Roberts said Mr Orde crashed a black Jeep on the Hamilton Highway in Stonehaven, west of Geelong, on April 8. The vehicle was registered in Ms Goodwin's name.
Mr McDonnell, Ms Goodwin and Mr Orde then formulated a plan to pay a Warrnambool man $4000 to tell police he was the driver of the vehicle at the time of the accident, the court heard.
Detective Senior Constable Roberts said a raid at two Hamilton properties on Friday uncovered 39 grams of cannabis, 12 grams of speed, six grams of ketamine, 28 grams of cocaine, 17 grams of methamphetamine, 26 grams of MDMA and prescription medication.
Police also seized over $5000 cash believed to be proceeds of crime and drug paraphernalia, including 12 ice pipes.
The court heard Mr McDonnell and Ms Goodwin lived at one of the properties with their young son.
Hamilton police First Constable Emma Cole said there were at least 50 examples of Ms Goodwin facilitating the transfer of up to $6000 worth of drug money.
She said the woman did not use drugs but knew Mr McDonnell could not afford his drug habit if he stopped trafficking.
Mr McDonnell, who is on a correction order for trafficking methamphetamine and ketamine, was refused bail and remanded in custody until August 21.
Ms Goodwin was also refused bail after magistrate Mark Stratmann found she was an unacceptable risk of interfering with witnesses. She was remanded in custody to appear in court on that same date.
