A statement from AFL Western District on Tuesday night said the initial wait and see" approach - which left the door ajar for an unlikely May 1 return - found it was both unachievable and not permitted under current restrictions.
AFL Western District will meet again in mid-May to "monitor developments" and assess the likelihood of an early June start.
The decision includes the Hampden, Mininera and District, Warrnambool and District, South West District, Greater South West and Western Victoria Female leagues.
It said two staff - senior operations manager Mike Farrow and operations coordinator Bel Jones - were back working on reduced hours after being stood down last month.
It also said there was a pause on applications for the Strategic Community Investment Fund until May 31. It said applications submitted to date would be submitted when the fund re-opens.
