Colac police said the sedan was observed on the Princes Highway about 4pm on April 9.
The unroadworthy, unregistered vehicle was reported to be travelling at excessive speeds and driving erratically.
The vehicle was located at the weekend at an address in Camperdown.
Police arrested a 20-year-old Colac man and charged him with offences including drink and drug driving, dangerous driving and speed-related offences.
His vehicle was impounded for 30 days, at a cost of more than $1000.
He will face a magistrates court at a later date.
Colac police are urging anyone who witnessed the erratic driving, or has dash cam footage from April 9, to contact Senior Constable Sam Pickering at the Colac Highway Patrol on 5232 8200 or Crime Stoppers on 1800 333 000.
