In a sign of business confidence from the JobKeeper scheme Kepler Street's Bohemia Cafe owners Steve and Jo Hickman re-opened the eatery for takeaway meals on Wednesday.
Mr Hickman said the fortnightly $1500 payments to staff meant the business was viable despite health restrictions.
But he was hopeful that the government would amend the legislation to cover all of his casual workers, not only those employed for 12 months, when it went before Parliament on Wednesday.
"I'd like to include all our staff in the process because they are all important to us," Mr Hickman said. "They need the interaction as well with the outside world, and the best way to do that is at work."
Casual worker Tash Clark said she was pleased to return to work after missing the social interaction.
"Either way I was getting paid through the JobKeeper payments, but this gets me out of the house," Ms Clark said.
Mr Hickman said the business had also rolled out an app-based takeaway service, and within a morning of re-opening had already taken 20 orders.
"We have had to adapt," he said. "The maximum amount of customers we can have in the store is six. But if people can pre-order through the app they can come in and out quickly."
