The 19-year-old Colac man was intercepted by highway patrol members on Colac's Wilson Street at 5.30pm on Saturday.
Checks revealed the driver had a suspended learner permit and the Holden Commodore he was driving was unregistered.
Police said the man had purchased the car for $600 that day.
Due to his extensive criminal history, the man's vehicle was impounded for 30 days at a cost of $1170.
The driver will face court at a later date for multiple traffic offences.
It comes after a 37-year-old Colac man accused of drug driving last week had his dad's car impounded for 30 days.
The man was intercepted driving a 2011 Toyota Hilux in Colac's Murray Street. He was unlicensed and he failed a road side drug test.
The driver also provided a false name to police and as a result had his father's vehicle impounded for 30 days.
