Architects for the project have unveiled preliminary drawings which show what the new building would look like inside and out.
They have also released an interactive 3D "flythrough" which can be accessed via the Warrnambool City Council's website. The project, which was expected to get under way at the end of the 2020 footy season, is still on track to start on time.
The new turf is being grown which means Reid Oval would be off-limits if any rebooted football season was to be extended beyond September.
The designs for the two-storey facility have been released after plans for a single-storey facility were shelved.
Three design plans had originally been drawn up, and councillors last year voted to adopt a plan for a single-storey facility which would have meant demolishing the East Warrrnambool Football Club's facilities.
But that plan was a surprise to the club which fought back and won.
So the council was forced to switched back to a two-storey design, a move which it said would not increase the cost.
Reid Oval project control group chair councillor Sue Cassidy said the project would stay on budget because there was no extra money.
She said releasing the designs was another important step forward for the project.
"Plans and schematics are one thing, but to be able to take a virtual tour and see the buildings in 3D is something else," Cr Cassidy said.
"These new documents offer the best view yet of what a new-and-improved Reid Oval might look like."
Cr Cassidy said the designs were "working files" and not every aspect had been modelled in detail. She also thanked the stakeholders who had provided feedback and expertise.
"They will now provide feedback on the finer details including fit out and materials as we move to finalise the designs to be prepared for tender," she said.
"Council is continuing to progress significant projects as best we can in these difficult times and a state-of-the-art sporting facility will be even more important to help our clubs recover after this crisis." To view the designs and take the virtual tour, visit www.warrnambool.vic.gov.au/reidoval
