Detective Sergeant Andrew Raven, of the Warrnambool police crime investigation unit, said a Penshurst man aged in his 20s was arrested about 11am on Tuesday and found to be in possession of a small amount of methamphetamine.
He said a Hamilton man aged in his 30s was arrested about three hours later.
The pair were conveyed to Warrnambool police station where they were interviewed and charged with burglary and criminal damage.
The Hamilton man appeared in Warrnambool Magistrates Court on Tuesday afternoon for a brief filing hearing.
The court heard police did not oppose the man being released from custody in order to attend a residential drug rehabilitation facility.
The man was bailed to live at St Kilda addiction treatment centre Arrow Health.
Magistrate Jonathan Klestadt put in place strict bail conditions, include the man attend the centre within 24 hours of his release from custody, he obey all lawful directions of staff, complete the facility's 90-day treatment program and notify the police informant of any change of address.
The magistrate also ordered a police hand-up brief to be served on May 8.
The Penshurst man did not appear in court and was remanded in custody until Friday. He is expected to appear in court for a bail application on that day.
Earlier, Sunday: A four-wheel-drive was smashed through the doors of Gateway Plaza and driven around inside before crashing out another set of doors in a "crazy" attack on Saturday night.
The attack that left a $100,000 damage bill, happened just before midnight when the vehicle was used to smash doors near the Best and Less store.
The vehicle was then driven around inside the plaza for about four or five minutes before being used to smashed their way out a different set of doors, but not before attempting to get out a third set of doors without success.
Acting Sergeant Rhiannon Everall, of Warrnambool police, said the damage bill was estimated to be between $80,000 and $100,000.
"It's just crazy," Acting Sergeant Everall said.
"They haven't got out to steal anything.
"They've just driven around inside and then gone out the door."
Acting Sergeant Everall said the vehicle had also knocked over a number of things inside the store.
Three double glass doors were damaged during the incident.
Police are still looking for the offender who was behind the wheel of the black Ford Ranger Wildtrak which was later found dumped not far from the scene.
Detective Senior Constable, of the Warrnambool criminal investigation unit, said the vehicle had pushed in the whole door in of the east exit and then got jammed when it attempted to drive out the north exit.
He said the vehicle was then driven out the exit near the Telstra store.
Police are investigating to see if the vehicle, which is not from the area, was stolen.
Detective Senior Constable Derek Verity said it was just like they had gone for a joy ride through the shopping centre.
"It's just straight through, drive in and drive out the other side," he said.
"It's bizarre."
He said there was no attempt to steal anything even though it drove right past an atm.
The whole incident has been caught on CCTV footage. Most shops in the plaza opened as normal on Sunday.
