The tool is designed to help clubs estimate their revenue shortfall, consider ways to reduce spending and understand the financial impacts after coronavirus fears forced officials to postpone the season until May 31.
Ross said AFL Western District was working closely with clubs to steer throught the pandemic.
"We're not in the business of trying to turn a profit, it's about generating enough to pay the bills and keep the lights on," he said.
We want to make sure the clubs are still around when the conditions improve and we can get back out on the field.

"We're also mindful that while footy and netball is a nice sport, there are a lot of personal circumstances (from the virus). Things like job losses aren't a very nice experience to have.
"I think we have to be kind to each other and we've already seen some great things from leagues and clubs."
