With plans still on track for the $11 million upgrade to begin on time, Warrnambool councillor Sue Cassidy said it was unlikely the project's start time would be delayed in the event either or both the Hampden and Warrnambool and District league football seasons ran closer to Christmas.

There have been calls for the seasons to be extended after round one was delayed until at least May 31 but there has been no official word on whether the fixtures would be shortened or if there would be seasons at all.

With Reid Oval the traditional home of the grand finals, players and spectators could be in for a change this year if the Hampden and WDFNL seasons actually get off the ground.

"If the league decides to extend the league closer to Christmas - which I don't think they can do because there's cricket anyway - they just won't have the Reid to use, they'll have to use somewhere else," Cr Cassidy said.

She said an email was sent out this week to reassure everyone the project was still on track with architects and council staff working remotely on design plans for the two-storey facility.

Cr Cassidy said a planned inspection of the turf was probably on hold at the moment. "But as far as we're concerned, the turf is growing. The architects are still working and are able to do that via Zoom with council staff," she said.

"That's great news."

Cr Cassidy said the economic fallout of the coronavirus meant the project would be kept on budget.

"We have to be within budget. There's no more money and especially with what's happening, there is definitely no more money. That's it now," she said.

"Any spare money that is in council now will hopefully go to the residents of Warrnambool to be able to help in some way.

"Parking's a start but hopefully we can do more things for the community."
