Councillors voted on Tuesday night on a number of substantial changes including waiving all fee increases and abolishing all parking meters.
Mayor Anita Rank said the measures were in a response to community feedback and put the needs of households first.
"Council has taken significant steps to ensure we can support our community as best as we can, reducing any additional financial burden where possible," she said.
"As a result, all fees and charges will remain as per the current pricing from our 2019-2020 schedule and free parking will become a permanent fixture for residents as they go about their shopping.
"These are simple, yet practical measures that will help to give back to our community."
The introduction of a green waste service has also been delayed for Glenelg Shire residents for a further twelve months in an attempt to reduce the financial burdens.
"We came to a historic decision last month as we announced the introduction a FOGO service throughout the shire," Ms Rank said.
"The service however was to incur an additional fee to households, a cost which many families may struggle with given the current economic climate.
"We will review FOGO in the new financial year, assessing the economic and social factors at that time."
Councillor Gilbert Wilson said the meeting was one for the history books.
"Never in my 25 years of being a councillor have we seen decision making like this in the chamber," he said.
"It really is a significant milestone for us as a Council and demonstrates how we are listening and responding to the needs of the community during these difficult times."
