Festival coordinator Amy Armstrong said the program cancellation decision was made with heavy hearts.
"In the midst of these uncertain times, it would be irresponsible of the festival to go ahead," she said.
"As a festival that relies on funds from generous sponsors, grants, Moyne Shire Council, the amazing Port Fairy Folk Festival, visitors spending their hard-earned cash on ticketed events, and volunteers dedicating their time, we all need to remain safe and heed to the warnings surrounding COVID-19."

The committee has work tirelessly since the end of the 2019 festival to deliver a jam-packed 2020 program with amazing events championing the creativity, beauty and community spirit of the area.
Ms Armstrong said the Winter Weekends Festival committee are currently locking in venues for 2021 and trying to keep the 2021 festival program as close to the 2020 program as possible.
"As time passes and we know more about the steps needing to be taken to ensure public safety, we'll keep our Facebook page updated," she said.
"This could include hosting small pop-up events or running some community events over the winter months.
"We want to do this, we want to do something, and we'll monitor the situation and adjust our festival plan accordingly."
The festival committee haven't put their pens down and are thinking ahead and starting to plan for next year.
