The third round will be played Saturday and the final round on Sunday.
Jarrod Fary, playing off one, is leading with a gross score of 147 and a nett of 145 after two rounds.
"Fary and (Blair) Prescott, they're obviously the front runners," Williams said.
"With two rounds to go there are probably five extras that could come into it."
Williams said Simon Goggin, Nic Brown, Paul Walker, Gault McCluggage and Alistair Gillin were the other contenders.
"They're within five shots of each other so a couple of good rounds from them and they're well back into it," he said.
Fary secured victory in 2017 while Prescott claimed glory in 2018.
Sam Astbury, the 2019 victor, is out of contention after a no score recorded in the second round.
Meanwhile, Port Fairy will hold the second and third rounds of its men's club championship on Saturday and Sunday.
Koroit's Shane Gurnett is chasing his fifth club championship in a row.
He said it would be great to win another title at his home club.
"It's special any time you win the Port Fairy club championships," he said.
"Fingers crossed I'm in with a chance going into the final round."
He'll need to reel in club captain Peter Redford who is in the lead, shooting off six.

Gurnett shot 77 in the first round last Saturday, which has him three shots behind Redford.
"It wasn't an easy day, so you're just hoping to put up a reasonable round one score," he said.
"You always want to try and get off to a good start."
Gurnett said there had been times during the past four championships, that he had come from behind to claim victory.
"You just want to be in the hunt going into the last round," he said.
He said he'd need to improve on last weekend to stay in contention.
Gurnett believes it will be difficult to surpass Redford.
"Don't count Peter out as well, he's a very steady player," he said.
"He continues to play well and is hard to beat."
The final round for the Port Fairy mens and ladies championships will be held on Saturday March 28.
