Banana-leaf wallpaper made famous by the Beverly Hills Hotel, a live plant wall, green velvet and wicker chairs, and tan bench seating give the new Tilly Divine Kitchen and Bar a visual "wow factor" unlike any in the city, owner Rachael Street said.
With some handy family members' help Ms Street in just four weeks took over and transformed the interior of the former Hoppy's Cafe site, which closed last year.
"I wanted to create something in Warrnambool that had a bit of wow factor and people wanted to come sit in here because it's so beautiful," she said.
A fashion retailer who sold her Port Fairy's Love her Madly Boutique last year, Ms Street said she had always had a flair for interior design.
"I built a house in Port Fairy, three years ago and I won a competition in Home Beautiful for the bathroom and the laundry," she said.
Now a cafe owner with 10 staff, she said the eatery would serve a broad menu with some creative house-made desserts and cakes, and a bar stocked with wine, cocktails, and coffee.
"We source quality meat from local butches and food is freshly prepare in the kitchen," Ms Street said.
It will open it for the first time on Friday morning, and remain open seven days, including Friday and Saturday nights. It has capacity to host events for up to 80 people.
Ms Street said opening a business amid the uncertainty of the global coronavirus pandemic was "concerning" but she was confident she would be supported.
"I hope the public will support me, I feel like I have supported a lot of business over the years. Everything is new and we will take all precautions to ensure the safety of all our patrons," she said.
