Racing Victoria announced all race meetings in the state up until midnight on April 13 would be held without spectators because of coronavirus concerns.
The only people permitted to attend meetings for the next four weeks are licensed jockeys and trainers with engaged runners.
Registered stable staff of trainers are allowed but trainers are asked to minimise the number of staff in attendance.
Raceday officials and staff plus broadcasters and limited accredited media are also allowed.
Warrnambool Racing Club chief executive Tom O'Connor said the club was following directions from Racing Victoria and the Victorian Government's State of Emergency relating to the COVID-19.
"We are not allowing the general public or owners to attend our training facility," he said.
"The same rules apply for our jumps trials on March 20 and our race meeting on March 27.
"The COVID-19 information is continually changing and updating every hour. We are continuing to monitor things relating to our 2020 TAB May Carnival."
"The Victorian Government declared a State of Emergency at midday on 16th March 2020 which enforced four weeks of cancelling events and public gatherings of over 500 people until April 13.
"It's unknown how things will work out after that date but the WRC will endeavour to keep everyone informed."
