Warrnambool Racing Club is pushing ahead with plans to get horses back onto Spookys Beach with a stakeholder meeting still on the agenda.

The club's chief executive officer Tom O'Connor said that while there was definitely a difference of opinion amongst the trainers about pursuing access to Spookys, the club had to consider all stakeholders.
Mr O'Connor said there were some trainers who supported the push to have access to Spookys, and some who were against, but he did not know what the numbers were.
"We are constantly in communication with the trainers and the industry about Levys Beach and the next step in that process that we're waiting on is obviously what came out of the last council meeting," he said.
"We're constantly communicating with them (trainers) about where they stand."
On February 3, the majority of councillors backed a motion to get all stakeholders in the same room to clear up what they said was conflicting information around the issue, but a date has yet to be set.
"We're continually working with the industry on the process out at Levy's," Mr O'Connor said.
"At the moment, the industry through Racing Victoria, are still on the table at the industry end.
"There's definitely discussions happening around the future of beach access in the area, and they will continue to happen."
Trainers were now focused on getting back on the Lady Bay beach this weekend, and two meetings were held this month with trainers and riders about rules and regulations around that.
About 40 trainers and riders attended a meeting on Monday night about the conditions and use of Lady Bay, and a similar one was also held on February 17.
A council officer was there to provide details about regulations about Lady Bay access.
"Those meetings were proactive steps the club's taken around the horses being back on Lady Bay on Sunday, March 1," Mr O'Connor said.
He said the number of horses on the beach each day was just under 50, but said the club would seek clarification from the council about the 50-horse-a day limit which was only reduced with the expectation that there would be access at Levy's.
Mr O'Connor said the club was always looking to grow the number of trainers on course, and part of that was beach access. "But we're also mindful you have to be respectful to that access as well," he said.
