The club needs more under 12.5s, under 15s and under 18s players to field teams this season.
President Maree Condon encouraged players who weren't getting a full game at other clubs to join the Bulldogs.
"We can give them a game every week," she said.
Condon said the club had battled since the introduction of an AFL Western District permit rule in 2018.
"I suppose we've struggled since this new rule that the kids can only play one game of footy per weekend," she said.
The Bulldogs went without an under 15 team last year.
The third-year president said many kids were saying they were going to play Hampden league instead of WDFNL.
She said parents were likely to choose a Warrnambool-based team over travelling to Panmure.
Condon acknowledged it was a small town but said it wasn't too far from Warrnambool (about 20 minutes).
She said most of the club's junior games were played at Panmure or Warrnambool.

Condon said the club was taking steps to get more players.
"We'll endeavour to talk to a couple of Hampden clubs to see if they've got an overflow and see if they can help out," she said.
The club has coaches ready to lead its junior teams and training is one night a week.
Condon said the club could run a bus from Warrnambool to Panmure for Thursday night training depending on numbers.
She added the club would like to get parents involved as well.
"We pride ourselves on being a welcoming club," she said.
Junior matches are on Saturday mornings and training starts Thursday March 12.
The club's Auskick program is on Friday evenings from 5pm to 6pm, starting early April.
