Sergeant Pat Day requested anyone with information call the Koroit police station or Crime Stoppers on 1800 333 000.
"Residents of North Street, between Church Street and Commercial Road, have reported hearing a loud screeching of tyres and loud vehicle driving off towards the main street around 8.30pm to 9pm, just on dusk," he said.
"The driver has performed a large burnout, the vehicle was obviously out of control and the driver had no idea what they were doing.
" This is a quiet residential street. This idiot could have lost control and ended up in someone's house or struck a pedestrian or another vehicle.
"We have been door knocking in the street and reviewing CCTV but anyone with information or CCTV is asked to call the police."
Sergeant Day said a 32-year-old man from Warrnambool was lucky to escape serious injury after the utility he was driving struck a power pole and then a tree on Burrell's Flat Road just before 4pm on Sunday afternoon.
"He was travelling north when he struck a concrete power pole on the side of the road and then a large apple tree," he said.
"We are amazed that the driver only sustained cuts and abrasions - the damage to his ute was massive.
"Koroit police members are still investigating the cause of this collision," he said.
