Shepparton posted 7-186 before the division one game was called off.
Butters said persistent rain gave the umpire no choice but to end the match.
"We had one rain delay and lost a couple of overs and then got to tea and the umpire called it off pretty quickly," he said.
"I think the rest of the week (the forecast) is not too bad. We should get results the next couple of games."
Warrnambool was chasing back-to-back wins after trouncing Warragul and District by 181 runs on Monday.
Butters said his side was in a reasonable position against Shepparton before the weather intervened.
Woodford's Hank Schlaghecke, who plays with Butters at the Eels, was the only multiple wicket-taker with 3-34.
Dennington's Xavier Beks, who took 3-17 on debut against Warragul and District, finished with 1-7, Nestles' Jacob Hetherington 1-22 and Butters 1-31.
"Hank and 'Beksy' bowled well up front," Butters said.
"We had a rain delay at the 27th over and we didn't bring the momentum back out with us.
"They got 50 more than they should have. It was tough conditions and we bowled well.
"It (the total) was very gettable. The ground was quick so we would've backed ourselves to get the runs."
Warrnambool plays Latrobe Valley on Wednesday and Bairnsdale on Thursday.
The top-two teams will play in the division two grand final on Friday.
Rain also impacted division three on Tuesday with South West drawing with Hamilton and District.
South West captain Todd Lamont estimated 10 millimetres of rain fell before the game was called off.
"We were on and off with rain delays, the covers were on and off," he said.
Hamilton and District made 6-173 with Mortlake's Lamont (2-25) and Bookaar's Fraser Lucas (2-43) were South West's main wicket-takers.
"They were a bit ahead in the runs. We bowled well without reward early," he said. "Angus (Uwland) and Lachie (Wareham) were a bit stiff. We dropped a couple in the slips cordon."
