Warrnambool police Sergeant Dave McDonald said there was a minor accident at the intersection of Raglan Parade and Horne Road, near Bunnings, at 4.30pm Monday.
He said the driver of a vehicle had reversed into another stationary vehicle.
That led to a driver following another woman.
The incident was reported to police, they attended and a 45-year-old woman recorded a positive preliminary breath test.
An evidentiary test back at the Warrnambool police station recorded a reading of .296.
The offending driver was released but will be summoned to appear in the Warrnambool Magistrates Court at a later date.
Her car will be impounded for a month attracting impoundment fees of more than $1000.
Sergeant McDonald said that despite alleged high-profile drink driving fatalities in NSW and also two deaths in 24 hours in the south-west, that drivers were still ignoring the road safety message.
"You would think that after the past few days drivers would be heeding the road safety message but some people just ignore the road rules," he said.
"The last thing we want is anyone to be injured or killed on the roads and we urged everyone to obey the road rules and give themselves every chance of getting home safely," he said.
Anyone who witnessed the accident near Bunnings is requested to contact the Warrnambool police station or Crime Stoppers on 1800 333 000.
