Four councillors supported changing Mortlake's tip opening hours at January's council meeting, with the new hours to be 1.30pm to 5.30pm on Tuesdays, Fridays and Saturdays from next week.
But councillors Jill Parker, Jordan Lockett and Jim Doukas opposed the change because community feedback stated 60 per cent of the 10 respondents did not support the change.
"They haven't said they wanted it changed," Cr Parker said.
But council physical services director Trevor Greenberger said those responses did not directly answer the question the council had posed.
"They haven't responded to the direct question they have just made a general comment, it wasn't deemed they were not in favour of the time change, they just wanted other things as well," Mr Greenberger said.
That feedback included requests for longer opening hours in summer and for the tip to open in early hours on Sundays.
Cr Mick Wolfe, who supported the change with councillors Daniel Meade, Colin Ryan and Ian Smith said the change would help people unable to reach the tip during working hours.
"It gives them an opportunity later in the day to get to the disposal place," Cr Wolfe said.
The council has retained opening hours of the Hawkesdale and Macarthur tips, following clear community opposition to proposed changes.
