Festival committee member Catherine Huf said the aim was to create a Guinness world record for the largest Charleston.
Ms Huf said the world record attempt would be held at Fiddler's Green this Sunday at 11am.
"The current record is 1096 people so it would be great to break that," Ms Huf said.
"We will be closing the section of Bank Street alongside the green so we can fit everyone in.
"My dad is a jazz muso so I have grown up with it and as a kid the thing I remember that was most fun about jazz was the dancing.
"Dancing is so inclusive, anyone can participate. The basic version of the Charleston can be learnt in half an hour so we encourage people to have a go."
Free Charleston lessons will be held at the Archie Graham Centre in Warrnambool on Tuesday and Thursday from 2pm, and on Fiddler's Green in Port Fairy on Friday at 7pm and Saturday at the Port Fairy Presbyterian Church at 1pm and 3pm.
The Port Fairy Jazz Festival will be held from February 7-9.
The festival will feature 116 bands playing across 10 venues across Port Fairy, including the Lecture Hall, Reardon Theatre, the RSL Hall and the Drill Hall.
As well as jazz concerts, other highlights of the weekend will include a picnic on Friday at Fiddler's Green from 3-8pm, a street parade at 10am on Saturday and a jazz gospel service at St John's Church at 9am on Sunday.
