Detective Senior Constable Derek Verity, of the Warrnambool police crime investigation unit, said the "unlucky thief" went to Clark Rubber and attempted to steal the portable pool about 3.10pm on Monday.
"He's picked up a portable pool in a large box and him and an unknown female proceeded to put it in the back of his vehicle," he said.
"Workers and shoppers spotted the incident and made a citizens arrest. They held the man at the scene until police arrived which was quite funny.
"When the call went out for police assistance there were five detectives around the corner so we went and got him and brought him back to the station. It was pretty unlucky."
Detective Senior Constable Verity said the unknown female had not been identified.
The 26-year-old Warrnambool man was arrested and charged with shop theft. He appeared in Warrnambool Magistrates Court on Tuesday and was remanded in custody until January 28.
