He replaces Southern Grampians Shire mayor Mary-Anne Brown who stepped down from the role in December.
Cr Herbert, who was elected at the GSC annual meeting in December, will hold the position until local government elections are held in October.
The GSC group, and alliance of govenment, industry and community members, advocates for the south-west region on issues including economic development, jobs, digital connectivity, regional roads and health.
The work of the Great South Coast (group) will continue in earnest.
- Cr Tony Herbert
"At the December meeting the GSC board agreed on its priorities and our requests for the 2020 state budget," Cr Herbert said.
"We'll also seek meetings with key MPs and government ministers to progress our priorities."
Cr Brown said the group had worked hard on behalf of its communities during the past two years and set up a strong agenda to take forward.
"I am confident in the work and rigour behind the priorities and thank my colleagues for their co-operation and commitment to the region," she said.
