A Warrnambool police spokesman said the two, aged in their early 30s, had no choice but to climb up the cliff when the tide came in on the beach.
He said the pair were spotted by a fisherman, who alerted police.
The two were winched to safety by the HEMS 4 air ambulance helicopter.
"There could have been dire consequences," the police spokesman said.
