Coach Rhiannon Cuomo is thrilled with the coup because she wanted to bolster her side's attacking game.
"The attacking end was something we lacked in this year," she said.
Cuomo said it was a great problem to have lots of options.
"The past two years we have run a squad for open and division one and I think we'll continue to do that next year," she said.
"Then we try and settle the teams at around the round eight mark."
Cautley, a Deakin University student, played centre and wing attack for one of Australia's indoor netball teams in South Africa in 2017.
Opperman, who is commuting from university in Melbourne, is dating Port Fairy senior footballer Matt Sully.
Forrest, 24, returns from a season off which included travel in Europe.
She's been at the club since juniors and is hoping to provide leadership in 2020.
"The past couple of years I've probably been one of the younger ones so it'll be good this year to be one of the older ones and help them out as much as I can," she said.
Elliott, who played with North Warrnambool Eagles division one and under 17s team this year, said family had helped draw her to the Seagulls.
"We have a lot of family over in Port Fairy and Mum actually used to live there so we have a lot of ties to the club," the 17-year-old said.
Elliott has played Hampden junior interleague netball for the past three seasons.
