Police said they were surprised to find the man alive about 7pm due to the extensive damage of his vehicle.
The driver's licence had previously been cancelled in court and he later blew an evidentiary reading of .251.
He narrowly avoided a tree before destroying the fence in Dohertys Road.
"The male also admitted to recently using drugs," a police officer said.
"He will be facing court next year on a range of charges."
Police said the man was also incapable of providing an oral fluid sample in a drug test, but he accompanied police to the Portland Base Hospital where a blood sample was taken.
Officers are awaiting the result of that test for illicit substance before a decision will be made on whether any further charges are laid.
The police officer said a short time later Portland highway patrol unit members intercepted a Holden ute on Percy Street in Portland about 9.30pm.
A 30-year-old Portland man tested positive in a roadside drug test.
After returning to the Portland police station, the man was unable to complete the oral fluid test.
He was then taken to Portland hospital for a blood sample, but left the hospital prior to giving a sample.
He now faces a mandatory two-year loss of his driver's licence for failing to provide a sample when requested and hefty fines in court next year.
The spokesman said it was timely to remind all drivers that police units would be out in force this Christmas/New Years season as part of Operation Roadwise.
